Information on Request for Commentary

1.        Origin

The residents of Matsu Lienchiang county passed a local referendum to allow for legalized casino gaming on July 7, 2012. It is expected to improve transportation facilities, boost local economy and tourism. Developing an integrated resort in Matsu could attract the top foreign investors and tourists to significantly enhance the development of infrastructure, bolster local tourism, and offer job opportunities.

2.        Objectives

The Center for the Study of Lottery and Commercial Gaming, National Taiwan University of Science and Technology has been entrusted by Matsu Lienchiang county government to carry out research projects on “A study of request for commentary in Matsu legalized casino gaming”. The panel discussion will be hosted by Mr. Yang Suisheng, Matsu Lienchiang county Magistrate and Prof. Liu, Day-Yang, director of the Center for the Study of Lottery and Commercial Gaming. The main objectives of sponsoring this panel discussion are to invite investors, scholars and experts who are interested in making comments and proposals on Matsu integrated resort. In addition, this meeting opportunity also creates a platform for both Matsu local government and private sectors to have direct dialogue with regard to many relevant issues.

3.        Key themes

The themes with interactive discussions are:

(1)     Potential Investors’ proposals

Assessment on the benefit of Matsu includes the transportation improvement, water and electric infrastructure investment, and Matsu Tourism development.

(2)        Matsu Lienchiang county governments' assistance in related matters

Related issues include demand estimates and construction plan of transportation, water and electricity, and solid waste management, etc.

(3)        Communication and comments on legal draft of casino legislation and governance structure.

(4)        Communication and comments on other related issues
